The river & beach are natural resources. Government should be facilitating their use, not taxing & inhibiting their use. Whining about the credit card fee to charge $25 parking?! Figure out how to do things cheaper without penalizing beachgoers. How many public spaces invoke dedicated fees to having a fire & rescue squad "on hand" or a dedicated cop on specific patrol? Does the venue allow for a single entrance with a booth to charge entrance fee unless an ID with local address is presented? There are cheap or free ways to have credit card equipment that processes credit cards, and charge enough to cover the processing fee. Use taxes to pay for any shortfalls. Stafford govt exorbitantly spends tens of millions of tax dollars for their own government facilities, staffing, equipment, and resources but choke on a $20,000 shortfall for portapotties, trash cleanup, and $25 parking with enforced towing. It's such a hassle serving people enjoying a natural site that didn't cost millions to build and millions annually to staff and maintain?! Government is for the people and by the people. Make it happen. Stop whining when it's not a direct benefit and use to you, the government. Perhaps encourage businesses to serve beachgoers and let those sales taxes help to pay for the site's own costs.
